The CENTER FOR FILIPINO STUDIES (CFS) is a department center, primarily, but not exclusively, concerned with disciplines offered in the College of Letters, Arts, and Social Sciences and in the College of Business and Economics. The CFS was first chartered in 1990.

Purpose and Function of the Center for Filipino Studies
|
- The California State University, East Bay, Center for Filipino Studies was developed to further the mission of the University to “provide an academically rich, multicultural learning experience that prepares all of its students to realize their goals, pursue meaningful lifework, and to be socially responsible contributors to their communities, locally and globally” (CSUEB Mission Statement, 2004).
- Particularly, the CFS seeks to respond to the increasing number of Filipinos and Filipino-Americans in the University’s service area (to date, Filipinos compose 8.6% of the undergraduate students at CSU East Bay), as well as the need to internationalize the University’s curriculum and to increase its involvement in Pacific Rim countries.
- The purpose of CFS is to provide a resource within the University for training, research, community involvement and dissemination of information related to the transnational Filipino experience, Filipino and Filipino-American concerns and Philippine-American relations.

Specifically, the CFS aims to:

- Promote the understanding of Filipino national and transnational cultures and Filipino languages.
- Develop and maintain the NVM Gonzalez scholarship program and other scholarships.
- Offer seminars, training programs and workshops on a contractual basis.
- Attract grants for the purpose of working on projects designed to improve Philippine-American relations in both the public and private sectors.
- Enrich the educational process for faculty and students through research, conferences, public fora, consultancy, and applied projects.
- Provide a vehicle to promote closer and mutually beneficial ties between the University and the Filipino community it serves.
- Develop, store, and disseminate information, data, and artifacts relevant to accomplishing the above objectives.

Organizational Structure of the Center for Filipino Studies
|
|
The CFS is composed of CSUEB faculty, students, and staff as well as invited community members who are interested in its purposes and activities.
|
|
The CFS operates as a department center under the supervision of the CLASS Dean. Its operations are subject to all appropriate University regulations as set forth in Provost’s Policy Memo AA 04/02 on Centers and Institutions of September 20, 2004.

The administrative structure of the CFS is composed of the following entities:

Executive Board
|
|
The Executive Committee is composed of the Executive Director, Associate Director, and Secretary/Treasurer nominated by the Advisory Board.
|
|
Advisory Board
|
|
The Advisory Board provides oversight and direction for the Center. It is comprised of faculty members, staff, students, and individuals from the community. The Advisory Board will meet quarterly or whenever deemed necessary.
|
|
Other committees such as Student Affairs, Research & Publication, Community Relations, Communications, and Finance will be formed from the general membership at the discretion of the Advisory Board members to promote and implement the objectives of the CFS.

Officers
|
|
At the first meeting of the Fall Quarter, the Advisory Board will nominate from among its members the Executive Committee composed of the Executive Director, Associate Director, and Secretary/Treasurer. The names of the officers will be submitted to the CLASS Dean for the formal appointment. The officers will serve for a term of one year and may be reappointed by the Advisory Board with the concurrence of the CLASS Dean. The Executive Director must be a faculty or staff member.

Funds and Resources
|
|
Funds accruing to the CFS are deposited into accounts at the CSUEB Foundation and the CSUEB Educational Foundation. The accounts reflect donations received for the scholarship and exchange programs and other activities, as well as from grants and receipts from public cultural presentations and scholarly conferences.

|
The CFS shall be self-supporting from grants and monies generated by its activities. The Center is authorized to seek and accept additional funding through grants, gifts and donations in accordance with normal University procedures and policies, and fundraising activities will be coordinated with the University Advancement Office.
|
|
All CFS activities that touch on functions of the Office of Continuing and International Education will be coordinated with that Office, with cost and income sharing arrangements reached by mutual agreement, if appropriate.

All contracts developed under CFS auspices shall be concluded through the University, the CSUEB Foundation, or the CSUEB Educational Foundation, subject to the normal rules and requirements of their contracting processes.
|
|
Annually, the CFS Director will prepare a proposed annual budget. This will be subject to revision and approval by the Dean (CLASS) and by the Advisory Board.

Outline of Report of Center Activities
|
|
An annual report of activities will be submitted to the CLASS Dean by December 31 of each year. The sections of the report may include the following:

Overview of Functions and Purposes of the CFS Activities of the Past Year Financial Statements

Reports will be distributed to the Advisory Board members and appropriate department chairs.
|
|
Period of Operation and Justification for Renewal of Charter
|
|
When deemed necessary this charter may be amended subject to the approval of the CLASS Dean, and after consultation with the appropriate parties. It is requested that the Charter for the Center for Filipino Studies be renewed until June 30, 2011. The CFS has functioned well during the past 16 years. With its positive link with the academe and community, it has initiated a number of student and faculty exchanges, student scholarships, and conferences and public fora.
